NOTICE INVITING BIDS – Issue Date: July 27, 2021

Sealed bids will be received in the bid box at the Ventura County Fire Protection District’s (VCFPD) main office
located at 165 Durley Ave, Camarillo, CA 93010 not later than 1:00 PM (PST) September 1, 2021 for the
New Building Addition, Communications Tower & Landscape Project (hereafter “Project”) at Fire Station 57 located
at 3356 Somis Road, Somis, CA 93056. Issue date of this Notice is July 27, 2021.
General Description of the Work: In general, the Work to be performed is the installation of a) New Building Addition with Fitness Room, Garage and Communications Room; b) Communications Tower; and c) Landscape at Fire Station 57. The Work at Fire Station 57 (hereafter “Work”) includes the following improvements, separated by building permit.

New Building Addition (County Building Permit # C19-1223)

The Work for the new building addition is the construction of a new 1,003 SF building made up of a garage as well as fitness and communications rooms. The Work includes concrete sawcutting and demolition of existing concrete surface, curb, a CMU wingwall of the old sand pit area, to make room for the new building. This work also includes excavation, minor vegetation and irrigation removal, trenching, material removal, recompaction and export, and backfill, in preparation for footings, rebar, slab and utilities. Also included are the vertical construction of the new building and roof per plan; exterior wall color and texture to match existing station profile; new windows and frames; roof tile and color to match existing station; furnish and install new doors; windows/glazing, mirrors, and finishes; electrical and mechanical systems, equipment and fixtures; and the construction of interior and exterior ADA improvements for the existing station as noted on the plans.

Fire sprinkler and suppression systems for the new building shall be completed by the contractor through a deferred permit as noted on the plans. Contractor is responsible for the design, permitting, furnishing and installation of the complete system with appropriately licensed contractor(s).

Communications Tower (County Building Permit # C20-0024)

The Work for the communications tower includes construction of a reinforced concrete drilled pier foundation, installation of one, new, 60-foot high, Owner-furnished Contractor-installed (OFCI) Magnum SSM Self-Supporting Antenna Tower (herein Magnum Tower or Tower), associated anchoring, grounding, cabling and conduit, for connection with the communications electrical room of the new building addition and associated interior improvements such as new cable tray, interior grounding and bus bars. The Work also includes sawcutting, demolition of existing concrete surfaces, excavation/boring, protective bollards and doweling.

Outfitting of the tower with mounts, antennas, dishes, connectors, hangars, and other items associated with post-tower erection activities shall be by others.

Landscape (County Building Permit B21-0273)

The landscape Work is located on the perimeter of the existing fire station property on the exterior of the existing CMU wall as a buffer from adjacent agricultural spraying operations. The Work consists of removal of a few dead trees and slope ground covering, staggered shrub planting, new ground covering, and sections of 6-foot high chain link fence with windscreens. The Work also includes associated irrigation improvements including new mainline, laterals, new flow sensor, master valve and submeter, wireless weather station, connection

Coordination of work with other trades shall be included as necessary. Awarded Contractor shall be solely responsible for the means and methods, procedures, and all requirements to complete the Work for this Project.
Competency of Bidders: All bidders must meet all of the following minimum bid qualification requirements.

1. Bidding entity must have been established for a minimum of 12 consecutive months. Bidders shall possess a valid Class B California Contractor’s License, as defined by state law and must maintain said license for the duration of the Project.

2. Bidding entity must have successfully performed work of similar nature and complexity in accordance with accepted practices and standards.

3. Bidder, its Responsible Managing Owner (RMO) or its Responsible Managing Employee (RME), must have successfully completed a minimum of 5 construction projects.

4. Bidding entity, its RMO, or its RME shall not have been removed from construction projects for failure to perform or default on contract within the past 5 years. Successful removal from any project shall be considered possible cause for disqualification from this Project.

5. The Bidding Entity, RMO, RME or other qualifying person(s) shall not have been found non-responsible in any construction bid, disbarred from any municipality or agency for cause or suspended pending disbarment within the past 7 years.

6. All bidders shall submit documentation including a detailed description of at least 3 similar projects as defined in Item 3 above. Bidder shall provide contact names and phone numbers as they relate to said projects.

7. Misrepresentation of submitted documentation by bidder shall constitute grounds for disqualification of its bid for this Project.
VCFPD projects are subject to compliance monitoring and enforcement by Department of Industrial Relations and as such, contractors and all subcontractors that bid or work on its projects must comply with the requirements of Labor Code section 1771.1(a), pertaining to registration of contractors. Non-Mandatory Pre-Bid Meeting: August 18,2021 @ 9:00 AM at Fire Station 57 project site, 3356 Somis Road, Somis, CA 93066. The meeting will be held for the purpose of answering any questions concerning the project. If a potential bidder(s) cannot make this scheduled meeting for a good cause as determined by VCFPD, an alternate meeting may be scheduled that will substitute for the mandatory one.
Liquidated Damages for delay: $1,200.00 per calendar day.

Bids must be submitted on the proposal form furnished with the Bid Documents. Each bid must be accompanied by a bid guarantee in the amount of not less than 10% of the amount bid, PAYABLE TO THE VENTURA COUNTY FIRE PROTECTION DISTRICT and guaranteeing that the bidder will enter into a contract in accordance with the terms of the Bid Documents if award is made.
Bidders must have a Class B California Contractors license, and will be required to furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the contract price. In accordance with Section 22300 of the Public Contract Code, securities may be substituted for funds withheld.
